Benchmark Reading Level Continuum

These are instructional level, reading benchmarks.  A benchmark is the minimum level a child
must achieve to be considered on grade level. The average student will be reading above these
levels. Each child must satisfy the accuracy rate, comprehension, and reading rate requirements to
achieve the reading level.
